IMPLEMENTATION RULES FOR COMPULSORY CERTIFICATION OF ELECTRICAL AND ELECTRONIC PRODUCTS

1. Scope
This document applies to: welding power sources supply by low-voltage or driven by machine and power sources, auxiliary appliance of similar technology use, including: portable AC arc welding machines, AC arc welding machines, DC arc welding machines, TIG arc welding machines, MIG/MAG arc welding machines, submerged arc welding machines, plasma arc welding machines, plasma arc cutting machines, multi-function arc welding machines (various welding technology combination), resistance welding machines, electric shock protective devices for arc welding transformer, coupling devices for welding cables, wire feeders for welder, torches (guns), electrode holders.

4. General Requirements of Certification
4.1 Application for certification
4.1.1 Defining of application unit for certification
The products, of same applicable standards, of same function, of same working principle (main circuit and control mode), of same structure (supply voltage, cooling mode, assembly of key components, etc.), of same safety key materials (call series products later), shall be in same application unit, specific model in the same application unit shall be clarified. Principles of definition of unit for specific products see appendix 1.
Principally, it shall be applied for certification by application unit.
The products, of same producer (manufacturer), of same model/type, but from different producing enterprises, shall be in different application units, type testing is required in the samples of one producing enterprise. If necessary, other producing enterprises shall submit the samples and related documents to the certification body for conformity inspection, and the reports shall be issued.
The products, of same producing enterprise, of same model/type, but from different producers (manufacturers), shall be in different application units, type testing is required in the samples of one producer (manufacturer). If necessary, the producing enterprise shall submit the samples and related documents from other producers (manufacturers) to the certification body for conformity inspection, and the reports shall be issued.
4.1.2 Application documents
The formal application shall be submitted with the following documents:
(1) Product assembly chart, electric diagram, electric circuit diagram, etc.;
(2) List of safety critical components and materials;
(3) Description of the difference between the different model/type of products in the same application unit;
(4) Manuals, nameplates/labels in Chinese;
(5) Other necessary documents if necessary.
4.2 Type testing
4.2.1 Principles of sample selecting
4.2.1.1 The principles of sample delivery for type testing
When the products in one application unit for certification have only one model, the samples of the model shall be delivered.
When the products in one application unit are series products, the representative samples from the series products shall be selected and delivered for type testing. The samples should cover the safety requirements on the series products as much as possible. If not, samples of other products shall be delivered for additional testing on differences.
If apply for overall certification, key safety components (see * elements in appendix 2) inside machine shall be delivered separately for type testing according to related requirements. Key safety components, if have the requirements of national compulsory certification system/regarded as the results of voluntary certification for machine compulsory certification admitted regulated by CNCA, can not be delivered separately for type testing, but shall submit samples and documents to the certification body for check.
4.2.1.2 Sample authenticity
Generally, samples for type testing shall be selected and sent by the applicant according to the requirements by the certification body, if necessary, the certification body may get the samples by sampling ways such as sampling on site or sampling by the applicant after the samples have been sealed on site.
The applicant shall make sure that the submitted samples be identical with real products, the certification body shall check the authenticity of the submitted samples by the applicant. The laboratory shall explain to the certification body and take corresponding measures if he has doubts with the authenticity of the samples.
4.2.1.3 Samples quantity
The quantities of samples of representative model see appendix 1, the quantities of samples for additional test shall be determined by the actual conditions of samples of representative model covering the safety requirements in the application unit. If samples of representative model and those for additional test cover the safety requirements in the application unit, the quantities of samples for additional test and test items shall be reduced as much as possible.
The quantities and requirements of samples accompanying the overall for safety critical components and materials shall be according to the requirements of appendix 2.
4.2.1.4 Handle of samples and relating documents after type testing
The samples tested and/or the relating documents should be handled in appropriate ways after type testing.
4.2.2 Test standards, items and methods of the type testing
4.2.2.1 Test standards

Test standards above should adopt the current and valid ones. In case of special cases, they will be further noticed by CNCA.
4.2.2.2 Test items
The test items shall include all appropriate items specified in relevant standards, the test items of GB/T8118 General specifications for arc welding machines are Noise test and Humidity resistance items (Item 6.15, 6.16).
4.2.2.3 Test methods
The type testing shall be carried out according to the methods and/or standards specified and referred in the standards.
4.2.3 Type testing reports
The type testing reports will be issued by the laboratory after type testing.
The applicants are permitted to make rectifications if the type testing are partially unpassed for some items, the rectification shall be in the period specified by the certification body. It will be regarded as waive application for certification if the applicants cannot finish rectifications. The applicants may apply for terminating application.
The certification body will organize and compile type testing reports in accordance with specified contents and format, accurate, clear and complete in contents, including descriptions for all products and certification information in the application unit.
The certification body/ laboratory shall offer the type testing reports timely to the applicants, who should make sure the complete and valid type testing reports in the producing enterprise.
4.3 Initial factory inspection
4.3.1 Contents of the inspection
The contents of factory inspection shall include the factory quality assurance ability assessment and the products consistency check.
4.3.1.1 Assessment of factory quality assurance ability
According to the principles of assurance products consistency, promoting the effectiveness of the certification results, the certification body shall formulate the factory quality assurance capability assessment rules for related products according to the contents of Responsibility and Authority, Documents and Records, Purchasing and Incoming Inspection, Monitoring and Measurement of Processes, Routine Tests and Verification Tests, Inspection and Test Equipment, Control of Non-conforming Product, Internal Audit, Compliance with Certified Product, Packing, Handling and Storage, etc., which shall be announced for implement after filed in CNCA. Moreover, the inspection shall be carried out in accordance with the requirements of Testing Requirements Factory Quality Control of Electric Welding Machines (see appendix 3).
4.3.1.2 Check of consistency of the product
The consistency of the product applying for certification shall be checked on the site of production, at least one sample of each producer (manufacturer), each category (see appendix 4) shall be taken for the product consistency check. At least witness tests and the following major points shall be checked:
1) The markings of the products to be certified and names, models, technical parameters, information of applicants, producers (manufacturers), and producing enterprises on the packages shall be identical with those indicated in the type testing reports.
2) The construction (mainly involving safety performance) of products to be certified shall be identical to those of the samples for type testing.
3) The critical components and materials of products to be certified shall be identical with those declared in type testing and confirmed by the certification body.
The witness tests shall be carried out to confirm the safety performance of the products during the inspection.
4.3.1.3 Inspection scope
All the products to be certified and processing premises shall be covered for inspection of factory quality assurance ability and of conformity of the products.
4.3.2 Timing of factory inspection
The initial inspection normally should be implemented after the sample has passed the type testing. The type testing and factory inspection can be implemented at the same time in special cases. In principle, factory inspection should be finished in one year after the type testing, or the type testing should be carried again. The factory should produce products in the scope of application certification during the initial inspection.
The duration of factory inspection shall be determined by the amounts of application units of products to be certified and with the consideration of the scale of the factory. It will normally take about 1 to 4 man-day.
4.3.3 Inspection results
The inspection groups shall report the inspection results to the certification body. If factory inspection exists unqualified item, the factory should finish rectifications in the rectification period specified by the certification body, the certification body (inspection groups) will adopt appropriate ways to verify the results of rectifications. It will be regarded as unpass factory inspection for those cannot finish rectifications in the rectification period.
4.4 Evaluation of certification results and approval of certification
The certification body shall be responsible for giving a general evaluate of the results of type testing and factory inspection and for issuing the certificates to the applicants for the conformed products. Unqualified in the results of type testing or factory inspection, the application will not be approved by the certification body, and the certification will be terminated.
4.5 Time frame
Time frame for certification means the working days from the acceptance of complete application till the issuance of the certificates, which includes the time of type testing, factory inspection, reports submission after inspection, evaluation and approval of certification results and making certification certificates.
Normally, type testing takes 30 working days (not including the time of rectification and re-testing by the enterprise for the unqualified test items). If the key components and materials of overall are required to be tested separately and the required time exceed 30 working days, the time of type testing should be calculated according to the separate test time of the key components (counted from the date receiving the samples and test fees).
The inspection reports should be submitted within 5 working days after the inspection. It will be counted from the day when the inspectors complete the inspection and receive from the factory the corrective action reports on non-conformities satisfying the requirements.
Evaluating certification results and approving the certificates shall normally be completed within 5 working days (counted from the date receiving the certification fees)..
4.6 Follow-up inspection
4.6.1 Contents of the follow-up inspection
Contents of the follow-up inspection including annual follow-up inspection, sampling test and effective follow-up investigation for the certified products by the certification body. Normally, the follow-up inspection and sampling test can be implemented at the same time, or may be implemented respectively.
4.6.2 Annual follow-up inspection
During regular annual follow-up inspection by the certification body, it shall be first priority put in the production season and adopt without advance notice by examination party ways for inspection. Same factories but different producers (manufacturers) should accept follow-up inspection.
In principle, special follow-up inspection shall adopt without advance notice by examination party ways.
Same premises but different producers (manufacturers) should accept follow-up inspection.
The applicant shall accept follow-up inspection in specified periods, or it will be regarded as not accept follow-up inspection.
4.6.2.1 the frequency of follow-up inspection
Normally, the annual follow-up inspection shall normally be implemented at least once per 12 months from initial factory inspection.
The certification body shall make classification management for certified products and producing enterprises follow-up inspection and determine the reasonable frequency of follow-up inspection according to safety class, product quality stability and better/worse record of the producing enterprises of certified products.
4.6.2.2 Contents of the follow-up inspection
The annual follow-up inspection including inspection of factory quality assurance ability and inspection of conformity of products certified.
The certification body shall carry out inspection of factory quality assurance ability according to the requirements of implementation rules for inspection of factory quality assurance ability.
Contents of inspection of conformity of products certified are same as those in initial factory inspection.
Moreover, the inspection shall be carried out according to the Test Requirements of Compulsory Certification Factory Quality Control for the Electric Welding Machine Products (see appendix 3) and inspection the usage of CCC mark and certification certificates.
4.6.2.3 The duration for follow-up inspection
The duration for follow-up inspection shall be determined by the amounts of units of certified products with appropriate consideration of the production scale of the factory.  It will normally take about 1 to 2 man-day.
4.6.2.4 Results of the follow-up inspection
The inspection groups shall report the results of the follow-up inspection to the certification body. If the results are unqualified, the inspection groups shall report unqualified results directly to the certification body. Factory shall finish rectifications within 40 working days for the unqualified items, the certification body (inspection groups) shall verify the rectification results with proper ways. It will be regarded as factory inspection results unqualified for those cannot finish rectifications in the rectification period.
4.6.3 Sampling & testing
The certification body shall make and be responsible for annual follow-up sampling test plans in accordance with previous year's follow-up sampling test results, industry quality status and enterprise quality status (apart from resistance welding machines, which shall be sampled and tested if necessary). Take at most 1 pc/suit representative sample for each application unit.
The samples for sampling test shall be taken randomly from the qualified products of the factory, sampling sites can be the end of production line, stock and market/factory distribution network site.
The certification body shall take a certain amount of certified products for sampling test in market/factory distribution network site in accordance with real conditions, the applicant and producer (manufacturer) shall provide necessary information.
The factory shall send samples within 10 working days after sampling, designated inspection body shall finish sampling test within 20 working days and report the results to the certification body.
The type testing items specified in the standards of certified products for certification can be applied to sampling test. Specific items shall be determined by follow-up sampling test plans which have been formulated by the certification body.
The certification body shall report the results of follow-up sampling test and evaluation report to CNCA.
4.6.4 Evaluation of annual follow-up inspection results
The certification body shall make comprehensive evaluation for the results of follow-up inspection and follow-up sampling test. The certificates can be retained and the certification marks can be continuously used upon qualified inspection results. If unqualified, it will be implemented as 5.3.
4.6.5 Follow-up investigation by the certification body
The certification body shall implement effective follow-up investigation for the certified products according to the requirements of Certification and accreditation regulation, and handle the certification certificates according to the results.
5. Certificate
5.1 The maintenance of the certificates
5.1.1 The validity of the certificate
The expiry date of the certificate of the products covered by this Rules is 5 years. The validity of the certificate depends on the follow-up inspection within the expiry date.
The applicant shall make application within 90 days before the expiry date for continue to use the certificate.
5.1.2 Change of the certified product(http://china-ccc-certification.com/225.html)
5.1.2.1 Applying for change of certified product
Should any change occurs in the control parameters of critical components and materials of the certified products (see appendix 2) or the design, electric construction involved in safety of the overall, or other issues specified by the certification, the application for approving and/or recording the changes shall be made to the certification body.
5.1.2.2 Evaluation and approval of change
The certification body shall evaluate the change according to the change contents and submitted information and confirm whether it can be approved or need sampling test/factory inspection. If it is need sampling test/factory inspection, the change will be approved upon qualified test/inspection result. In principle, the base of change approval shall be the representative samples for initial all item type testing.
5.1.2.3 Recording of change
Recording of change means appointed/authorized by producers (manufacturers)/producing enterprises, after reviewed the recording documents and related materials by the certification technical leader designated by the certification body, if meet the recording requirements, it shall be implemented after recording to the certification body, details see appendix 2.
During recording of change, it shall be regarded as invalid of change for false reporting, miss reporting or providing false information. The certification body shall take corresponding measures according to Regulations for Compulsory Product Certification, Implementation Rules for Cancellation, Suspension and Withdrawal of Compulsory Product Certificate and related regulations of the certification body.
5.2 Extension of the products covered by certification certificates

For extension of the range covered by the certified product units, the applicant should first make application. The applicant shall submit related technical materials for the extended products. The certification body shall check the conformity of the extended products against the certified products and confirm the validity of the original certification results (including the validity of standard version) to the extended products, if necessary, carry out the additional test or factory inspection based on the differences. After approval, either a separate certificate can be issued or the original certificate can be updated at the request of the applicant. In principle, the base of extension approval shall be the representative samples for initial all item type testing.
5.2.2 Requirements for test and sample
It shall be implemented as the requirements of 4.2.
5.3 Suspension, cancellation and withdrawal of the certificates
The cancellation, suspension and withdrawal of the certificates shall follow Regulations for Compulsory Product Certification, Implementation Rules for Cancellation, Suspension and Withdrawal of Compulsory Product Certificate and related regulations of the certification body.
The certification body shall announce to the public with proper ways about the cancelled, suspended and withdrawn certificates.
5.4 Use of the certificates
Use of the certificates shall follow Regulations for Compulsory Product Certification.
6. Use of compulsory product certification mark
The applicant shall follow the Regulations for Compulsory Product Certification Mark
6.1 Design of the mark allowed to use
6.2 Derivations of certification mark
The products listed in this Rules shall not be allowed to use any derivation of certification mark.
6.3 Ways of process
Any of the following three ways is required: affixing standard-size marks(http://china-ccc-certification.com/148.html) (labels) impressed only by CNCA, or printing on the nameplate(http://china-ccc-certification.com/167.html).
6.4 Location of the mark
The certification mark shall be applied on an exposed location on the outer body of the product.
7. Charge
The certification shall be charged by the certification body and laboratory according to the national statutory structural fee chart.
