IMPLEMENTATION RULE FOR COMPULSORY CERTIFICATION OF SAFETY GLASS PRODUCTS

1. Scope
This document applies to safety glass products used in buildings and railway rolling stock, also applies to safety glass used in vehicles, farm vehicles and other road vehicles (call safety glass used in vehicles later). Safety glass used in vehicles including laminated glass, zone-toughened glass, toughened glass and plastic glass compound material used for windscreens; laminated glass, plastic glass compound material, toughened glass and insulated safety glass used for other than windscreens; safety glass used in buildings: including laminated glass, toughened glass, insulated glass; safety glass used in railway rolling stock including glass for windscreens, laminated glass, toughened glass and insulated safety glass for other than windscreens.

3 General requirements for certification
3.1 Application for certification(http://china-ccc-certification.com/171.html)
3.1.1 Principles of defining application unit for certification
3.1.1.1 In principle, an application unit for certification is defined by the category, thickness, structure and light transmission of the products to be certified.
3.1.1.2 Automotive safety glass
a) Laminated glass for windscreens
A unit is defined by the nominal thickness, category of interlayer of glass product, which means that the same nominal thickness, the same category of interlayer of the laminated glass is considered as one unit. A form attached in Table 1 of Appendix 2 shall be filled out for each unit of product.
b) Zone-toughened glass for windscreens
A unit is defined by the nominal thickness of glass product, which means that the same nominal thickness of the zone-toughened glass is considered as one unit. A form attached in Table 2 of Appendix 2 shall be filled out for each unit of product.
c) Plastic glass compound material for windscreens
A unit is defined by the nominal thickness and structure of glass product, which means that the same nominal thickness and the same structure of the plastic glass compound material is considered as one unit. A form attached in Table 3 of Appendix 2 shall be filled out for each unit of product.
d) Toughened glass for windscreens
A unit is defined by the nominal thickness of glass product, which means that the same nominal thickness of the toughened glass is considered as one unit. A form attached in Table 4 of Appendix 2 shall be filled out for each unit of product.
e) Laminated glass used for other than windscreens
A unit is defined by the nominal thickness, category of interlayer and light transmission of glass product, which means that the same nominal thickness, the same of the category of interlayer and light transmission of laminated glass is considered as one unit. A form attached in Table 1 of Appendix 2 shall be filled out for each unit of product.
Note: Light transmission is categorized by ≥70% and < 70%.
f) Plastic glass compound material used for other than windscreens
A unit is defined by the nominal thickness, structure and category of light transmission of glass product, which means that the same nominal thickness ,the same structure and the same category of light transmission of the plastic glass compound material is considered as one unit. A form attached in Table 3 of Appendix 2 shall be filled out for each unit of product.
Note: Light transmission is categorized by ≥70% and < 70%.
g) Toughened glass used for other than windscreens
A unit is defined by the nominal thickness and the category of light transmission of glass product, which means that the same category of light transmission and the same nominal thickness of the toughened glass is considered as one unit. A form attached in Table 5 of Appendix 2 shall be filled out for each unit of product.
Note: Light transmission is categorized by ≥70% and < 70%.
h) Insulated safety glass used for other than windscreens
A unit is defined by the nominal thickness, structure and the category of light transmission of glass product, which means that the same nominal thickness, the same structure and the same category of light transmission and of the insulated safety glass is considered as one unit. A form attached in Table 6 of Appendix 2 shall be filled out for each unit of product.
Note: Light transmission is categorized by ≥70% and < 70%.
3.1.1.3 Architectural safety glass
a) Laminated glass
A unit of laminated glass is categorized by the category of single glass formed laminated glass, which can be defined as normal laminated glass and toughened laminated glass. A unit in normal laminated glass (including normal coating glass, half toughened glass) and toughened laminated glass (all layers are toughened glass formed laminated glass) is defined by the category, thickness of interlayer. A form attached in Table 7 of Appendix 2 shall be filled out for each unit of product.
b) Toughened glass
A unit of toughened glass can be defined as normal toughened glass (including normal toughened coating glass) and decorative toughened glass(including figured, glazed, cut, frosted, sand blasted toughened glass, etc.), which is defined by the nominal thickness of glass product. A form attached in Table 8 of Appendix 2 shall be filled out for each unit of product.
c) Insulated glass
A unit of insulated glass is defined by the material and process formed insulated glass. A form attached in Table 9 of Appendix 2 shall be filled out for each unit of product.
3.1.1.4 Safety glass for railway rolling stock
a) Laminated glass for windscreens
A unit of laminated glass is defined by the nominal thickness, category of interlayer and heating element of glass product, which means that the same nominal thickness, the same of category of interlayer and heating element of the laminated glass is considered as one unit. A form attached in Table 10 of Appendix 2 shall be filled out for each unit of product.
b) Laminated glass for other than windscreens
A unit of laminated glass is defined by the nominal thickness, category of interlayer and heating element of glass product, which means that the same nominal thickness, the same of category of interlayer and heating element of the laminated glass is considered as one unit. A form attached in Table 11 of Appendix 2 shall be filled out for each unit of product.
c) Toughened glass for other than windscreens
A unit of toughened glass is defined by the nominal thickness of glass product, which means that the same nominal thickness of the toughened glass is considered as one unit. A form attached in Table 12 of Appendix 2 shall be filled out for each unit of product.
d) Insulated safety glass for other than windscreens
A unit of insulated glass is defined by the airproof of glass product, which means that the same airproof of the insulated safety glass is considered as one unit. A form attached in Table 13 of Appendix 2 shall be filled out for each unit of product.
3.1.2 Application documents
A formal application for certification shall be submitted, together with the documents required according to Regulations for Compulsory Product Certification, and by the certification bodies, which include:
a) Brief introduction of the factory;
b) Quality management documentation of the factory;
c) Standards for product production, rules of safety specifications for product;
d) Product test reports;
e) A list of major facilities, apparatus for production/test and measuring calibration certifications;
f) Product descriptions;
g) A list of major suppliers for key raw/auxiliary materials;
h) Other documents.
3.2 Product sampling test
3.2.1 The applicant shall submit the samples for test to the product standards by certification. The samples tested to qualified and/or the related documents should be handled in appropriate ways after test.
3.2.2 Grouping of samples and test items
a) Grouping of samples and test items for automotive safety glass are referred to requirements specified in GB9656 Safety glazing materials for road vehicles. The quantities of samples and test items required for various automotive safety glass are given in Appendix 3;
b) Grouping of samples and test items for architectural safety glass are referred to requirements specified respectively in GB9962 Laminated glass, GB15763.2 Safety glazing materials in building Part 2:Tempered glass and GB/T11944 Sealed insulating glass unit. The quantities of samples and test items required for various architectural safety glass are given in Appendix 4;
c) Grouping of samples and test items for safety glass used in railway rolling stock are referred to requirements specified respectively in GB14681 Electrically heated glazing materials for locomotives and ships and GB18045 Safety glass for railway rolling stock. The quantities of samples and test items required for various railway rolling stock safety glass are given in Appendix 5.
The standards referred inthis rule shall be the existing national standards.
3.3 Initial inspection of the factory
3.3.1 Timing of factory inspection
Generally, the initial factory inspection should be carried out after the application documents submitted meet the requirements.
The duration for the factory inspection is calculated based on the number of application units for certification, taking into appropriate considerations of the scale or size of the factory, normally 4~6 man-day for each manufacturing premise.
3.3.2 Contents of inspection
3.3.2.1 Assessment of factory quality assurance ability
The Requirements of Factory Quality Assurance Capability Assessment is of the basic requirements for initial factory quality assurance inspection covered by this rule.
3.3.2.2 Check of conformity of product
a) Verify whether or not the key raw/auxiliary materials used for product applied for certification are in conformity with those stated in the application documents;
b) Verify whether or not the tests for product applied for certification are done in accordance with the required frequency;
c) Test the selected samples at premise for verification.
3.3.2.3 All the products to be certified and the manufacturing/processing premises shall be covered for inspection of factory quality assurance ability and of conformity of the products.
3.4 Evaluation of certification results and approval of certification
3.4.1 Evaluation of certification results
3.4.1.1 Sample test
All the test items for safety characteristics shall comply with the requirements specified in the relevant standards. Should any one do not comply, certification shall be terminated. The applicant can reapply for certification after effectively taking corrective actions.
3.4.1.2 Initial factory inspection
The evaluation results are classified into 3 levels:
a. If there is no nonconformity found during the whole inspection process, the factory inspection shall be deemed as satisfactory;
b. If there are minor non-conformities found which do not adversely affect the safety characteristics of the product, the manufacturer shall take the necessary corrective measures in a specified interval. The factory inspection shall be deemed as satisfactory after the evidence submitted is verified by the inspection team for its effectiveness.
c. If there is a major nonconformity found or factory does not have the ability to produce the products which conform to relevant standards, the factory inspection shall be then terminated.
3.4.2 Approval of Certification
After the results of both factory inspection and sample test are evaluated to conform to the requirements, the certification body shall issue the certificate(s). The use of certification shall comply with the requirements specified in the Regulations for Compulsory Product Certification.
3.4.3 Time frame
The time frame for certification means the working days from the acceptance of application till issuance of the certificates, which includes the time of sample test, factory inspection, evaluation on certification results and approval of certificates as well as the making of the certificates. It takes 90 days in total besides architectural insulated glass, which takes not exceeding 120 days.
It takes 30 working days for sample test (starting from the date of receiving the samples and testing fees) besides architectural insulated glass, which takes 80 working days.
Not exceeding 5 working days for submission of factory inspection report.
It will generally not exceed 5 working days for evaluation of certification results, approval and making of certificates.
3.5 Follow up inspection
3.5.1 The frequency of the follow up inspection
3.5.1.1 The follow up inspection shall normally be carried out at least once per year, starting from 12 months of receiving certificates.
3.5.1.2 The frequency of follow-up inspection should be increased if any of the following cases occurs:
a) When the certified product has serious quality problems or there is a customer complaint which has been confirmed to be the certificate holder's responsibility;
b) When the certification body has some queries on the conformity of the certified product against the requirements of safety standards with sufficient reasons;
c) When there is sufficient information that indicates the conformity or the consistency of the certified product may be affected by the change of organizational structure, production condition and the quality management system.
3.5.2 Contents of the follow-up inspection
3.5.2.1 Model of the follow up inspection
The model of the follow-up inspection: re-assessment of factory quality assurance ability + check of conformity of products certified + sample test.
3.5.2.2 Reassessment for the factory quality assurance ability
The reassessment for factory quality assurance ability shall be carried out according to Requirements of Factory Quality Assurance Ability by the certification body. The time frame for such reassessment is calculated normally on 1~4 man-day per each manufacturing/processing premise.
The reassessment shall cover all the requirements set out in Requirements of Factory Quality Assurance Ability within 4 years, starting from the date of obtaining the certification. In the fifth year, an overall reassessment for the factory will be required according to Requirements of Factory Quality Assurance Ability. The scope of reassessment and the time frame arranged for such activity is the same as the initial factory inspection.
3.5.2.3 Check of conformity of product
As described in 3.3.2.2 of this rule.
3.5.2.4 Product sampling test
The span for test of all the certified units shall be 4 years.Within 4 years starting from the date of obtaining the certificates, the representative products from some of the certified units shall be selected for test for safety performances. In the fifth years, the representative products from each unit shall be selected for test for safety performances. The quantities and test items please refer to Appendix 3, 4 and 5.
3.5.3 Evaluation of the follow-up inspection results
The qualification for the certification and the use of certification marks can be retained for the positive results of the follow up inspection. Should there be any nonconformity found, the corrective actions shall be taken within three months. The certification will be withdrawn and the use of the certification marks be stopped if overdue. The notification of such withdrawal will be made public.
4. Maintenance and change of the certificate
4.1 The validity of the certificate
The certificates for products covered by this Rule principally have no expiry date and their validity depends on the regular follow up inspection by the Certification Body to maintain the validity.
4.2 Change of the certification(http://china-ccc-certification.com/225.html)
4.2.1 Procedure for change
When changing the certified range of the product within the same unit, the certification holder shall first apply for such change and the certification body will review the conformity of the changed product with certified product and then verify the effectiveness of previous certification results on the changed product, to decide the need for additional test(s) or inspection based on the differences. After approval, either a separate certificate can be issued or the original certificate can be replaced on the request of the certificate holder.
4.2.2 Requirements for sample
According to the procedure for change, the parameters/data for changed product are compared with the certified to decide the need for further test of product for which the test items are listed in Appendix 3, 4 and 5.
4.3 Suspension, cancellation and withdrawal of certification
Suspension, cancellation or withdrawal of certification shall be in accordance with the requirements of the Regulations for Compulsory Product Certification.
5. Use of Compulsory Product Certification Mark
5.1 Use of certification mark
The certificate holder shall follow the Regulations for Compulsory Product Certification Mark and related rules.
5.2 Design of the mark allowed to use

5.3 Application of mark
The application of certification mark to automotive safety glass or railway rolling stock safety glass can be such a method as transfer printing, silk screen printing, etching or sand blasting, as appropriate. The marking shall be legible.
The application of certification mark to architectural safety glass can be temporary or permanent. If temporary, the marking can be removed after installation.
If permanent or temporary certification mark cannot be applied on the outer body of some architectural safety glasses, it shall be applied in their Min. outer packing and attached documents (i.e. conformity certificate) after approving by the national CCC certification mark issuing/management center.
6 Charge
The certification fee shall be charged by the certification body according to related regulations of China.
