Implementation Rules for Compulsory Certification of Motor Vehicles

1. Scope
This rule applies to all types of fire vehicles in China.
2. Terms
The definitions of vehicles are described in GB/T 3730.1-2001 Motor vehicles and trailers- Types- Terms and definitions; GB/T 17350-1998 The definitions and codes of special purpose vehicles and trailers; classification of vehicles types is specified in GB/T 15089-2001 Classification of power-driven vehicles and trailers; classification of fire vehicles types is specified in GA114 Specification of models for fire vehicles.
3. Certification model
Type test + Initial factory inspection + Follow-up inspection.
4. General requirements for certification
4.1 Application for certification(http://china-ccc-certification.com/171.html)
4.1.1 Defining application unit for certification
4.1.1.1 For vehicles of different factories cannot be defined in same application unit.
4.1.1.2 For vehicles of different models cannot be defined in same application unit (vehicles of different models mean fire vehicles with different structural characteristics specified in GA114-1995 Specification of models for fire vehicles.
4.1.1.3 For vehicles of different in main structures of special installations and assemblies cannot be defined in same application unit (if there are two or more than two differences in parameters of tank structure, fire pump, fire monitor, etc.).
4.1.1.4 For elevating fire vehicles, each models can be defined in same application unit.
4.1.1.5 For fire vehicles, which the bearing capacity of the chassis is greater than 20% or the power of engine is greater than 30%, cannot be defined in same application unit.
4.1.1.6 For fire vehicles different in pump layouts cannot be defined in same application unit (i.e. midship pump and rear-mounted pump).
4.1.2 Application documents
Application documents submitted for certification see appendix 1.
4.2 Type test
4.2.1 The principle of supplying samples for the type test
The sample supplied for type test shall be the representative sample that shall be selected from the application unit. The components or system of the new product are exempted to be supplied if the components or system are same with the certificated product and the structure, test criteria and test items of them haven't been changed.
4.2.2 Supplying the samples
4.2.2.1 The samples for type test are sent by the applicant to the designated inspection body.
4.2.2.2 The list of the samples sees appendix 2.
4.2.2.3 In special cases, according to the applicant's requirement, and after being approved by the certification body, the test could be carried out in the factory.
4.2.2.4 Handle of samples and relating documents after type testing
the samples shall be returned to the applicant or be handled at the request of applicant or related national rules after type test.
4.2.3 Test items and standards
Test items and tandards see appendix 3.
4.2.4 The chassis used in fire vehicles must with China compulsory certification (CCC certification), for those certified and items without changes in converting, certification for fire vehicles overall can be exempted from tests. In the case that the structure, test criterions and test items of components or systems, which have passed the CCC certification or state recognized voluntary certification by CNCA, haven’t changed, the components and system can be exempted from tests.
4.2.5 Defining test items for fire vehicles
Test items for fire vehicles can be defined as 2 categories: test items for fire vehicle overall and test items for main assembly, accessories.
4.3 Initial factory inspection
4.3.1 Contents of the inspection
4.3.1.1 Assessment of factory quality assurance ability
The factory quality assurance capability assessment shall be carried out according to the Requirements for Factory Quality Assurance Ability of Fire Vehicle Products (see appendix 5). For enterprise who has got CCC certification for special purpose vehicles, the initial factory inspection for fire vehicle products can be properly simplified and exempted from same inspection contents.
4.3.1.2 Check of conformity of the product
1) Marks of certified products;
2) Structures and parameters of certified products;
3) Sampling test of certified products.
4.3.1.3 All the products to be certified and processing premises shall be covered for inspection of factory quality assurance ability and certified products shall be covered for check of conformity of the product.
4.3.2 Timing of assessment of factory quality assurance ability
The factory quality assurance capability assessment shall be implemented after the sample has passed the type testing.
The duration of factory inspection shall be determined by the amounts of application units of products to be certified and with the appropriate consideration of the scale of the factory. It will normally take about 6 to 8 man-day for each factory. For enterprise who has got CCC certification for special purpose vehicles, the man-day of initial factory inspection for fire vehicle products can be properly reduced and exempted from same inspection contents.
4.4 Evaluation of certification results and approval of certification
The type test result shall be evaluated by the test body, the initial factory inspection result shall be evaluated by the factory inspection group, the approval of certification shall be determined by the certification body.
4.4.1 Evaluation of type test result
If the test result of all test items meets the requirements of standards, the type test result can be regarded as qualified. If several test items are unqualified but easy to rectify, it shall be allowed to retest for sampling. If any test item are unqualified in retest, the type test result can be regarded as unqualified.
4.4.2 Evaluation of initial factory inspection
4.4.2.1 If not finding unqualified item in the factory inspection, the results are qualified;
4.4.2.2 If existing unqualified items in the factory inspection, which have not great influences on the quality management system and not relating to the safety standards of certified products, the rectification or rectification measures shall be taken in specified periods by the factory and report to the inspection group. After verifying the valid rectification measures, the factory inspection results are qualified.
4.4.2.3 If there are serious unqualified items in the factory inspection or factory quality assurance ability without the ability of producing products which meet the certification requirements, the inspection can be terminated. The applicant shall apply for certification again after rectification and self tested which meet the requirements.
4.4.3 Approval of the certification
The certification body shall evaluate the results of type test, factory inspection. While all of the results are satisfactory, the certification body shall approve and issue the certificate (one for each application unit). The use of the certificate shall comply with Regulations for Compulsory Product Certification.
4.4.4 Time frame for certification
The time frame for certification means the working days from the acceptance of the complete application till the issuance of the certificates, which includes the time of type testing, factory inspection, reports submission after inspection, evaluation and approval of certification results and making certification certificates.
Type testing takes 30 working days.
The inspection reports should be submitted within 5 working days after the inspection.
Evaluating and approval of certification results and making certification certificates shall normally be completed within 10 working days.
4.5 Follow-up inspection
4.5.1 The frequency of follow-up inspection
4.5.1.1 Normally, the follow-up inspection shall normally be implemented at least once per year from 13 months after CCC certificate granted.
4.5.1.2 The frequency of the follow-up inspection should be increased in any of following cases:
1) The certified product has safety quality problem, or is complained about safety quality by clients, which has been verified to be the responsibility of the factory;
2) The certification body doubts the conformity of the certified product against the requirements of standards with sufficient reasons;
3) Sufficient information indicates that the conformity of certified products might be affected due to the changes in organization structure, production condition and the quality management system of the factories.
4.5.2 Contents of the follow-up inspection
4.5.2.1 Re-assessment of factory quality assurance ability
All the contents in 4.3.1.1 shall be covered for re-assessment of factory quality assurance ability within 4 years. The time frame for re-assessment take 2 to 4 man-day for each factory.
In the fifth year after the certificates granted, an overall inspection for factory quality assurance ability shall be carried out according to 4.5.2.2 Re-check of conformity of the product
After the certificates granted, it shall be checked at site according to 4.3.1.2 of this rules and sampling tested. The items of type testing shall be added in any of cases in 4.5.1.2.
4.5.3 Evaluation of follow-up inspection results
The certification qualification and certification marks can be retained continuously for the qualified results of the follow-up inspection. If there are serious nonconformity items, the use of certificates and marks shall be stopped promptly and the corrective actions shall be taken at once. Other nonconformity items shall be rectified in specified period. The use of certificates and marks shall be stopped if it cannot take corrective actions in this period or not meet the requirements. The certificates shall be withdrawn and the use of certification marks shall be stopped. The notification of such withdrawal will be made public.
5.Certificate
The use of the certificates shall follow Regulations for Compulsory Product Certification.
5.1 The validity of the Certificates
The validity of the certificates shall depend on the maintenance of follow-up inspection by the certification body at regular time intervals.
5.2 Change of certification
5.2.1 Change of the certified product(http://china-ccc-certification.com/225.html)
The enterprise shall make application for the change of the structures, components or system of the certified product and submit the documents to the certification body.
5.2.2 Evaluation and approval of change
The certification body shall check the submitted documents by the applicant, and confirm the validity of the original certified results against change items, and carry out the supplement checking/testing/factory inspection (if necessary) based on the differences, confirming the original certificate still valid and or renew the certificate.
5.3 Suspension, cancellation and withdrawal of the certificates
The suspension, cancellation and withdrawal of the certificates shall follow Regulations for Compulsory Product Certification.
If the fire vehicle has serious design fault or hidden danger and it has been verified that the manufacture is responsible for the fault or danger, the certification body shall suspend or withdraw the certificate according to the actual situation.
6. Use of the certification marks
The certificate holder shall follow the Regulations for Compulsory Product Certification Mark.
6.1 Design of the mark allowed to use
6.2 Application of the marks
The certification mark shall be applied on the right-up corner of the windscreen of the certified fire vehicles (forward traveling direction). The specification of certification mark is size No.5, 60mm(http://china-ccc-certification.com/148.html), which shall be impressed on the nameplate(http://china-ccc-certification.com/167.html) of the products.
For elevating fire vehicles, besides using and impressing the certification mark above, it shall be printed or molded certification mark on the apparent position of arm frame.
7. Charge
The certification fee shall be charged by the certification body according to related regulations of China.
