Implementation Rules for Compulsory Certification of Motor Vehicle Products

1. Scope
This rules are the requirements for compulsory product certification of vehicle travelling data recorder.
Vehicle travelling data recorder relating in this rules are the digital electronic recording device installed on coach and touring bus, tractor semitrailer, truck which gross weight≥12000kg.

4. General requirements of certification
4.1 Application and acceptance for certification
4.1.1 Definition application unit for certification
4.1.1.1 In principle, application of certification is made according to model/type of product. The units of application shall be defined at the same time according to the structures of products and key components influencing on the performance of vehicle travelling data recorder, which is same in design model/types but only with different model/types (e.g. the difference of the different model/types only for different customers and sale in different areas).
4.1.1.2 Should the same country,the same manufacturer, the same design model/type of product but with different factories for which shall not be defined as same application unit, but only one type testing is required, the testing results shall cover the products of above application unit.

4.1.2 Application documents
The formal application shall be submitted with the following documents:
1) Qualification certificate of applicant, manufacturer, factory;
2) General introduction of factory;
3) Production standards, process flow diagram and process control specification;
4) Description of the difference between the different model/type of products in the same application unit and list of key components;
5) Product manual and installation in Chinese, electrical principle diagram, product pictures and data analyzing software introduction (version);
6) Quality control documents show that the factory meet the requirements of appendix 3 Requirements for factory quality assurance ability of compulsory certification of vehicle travelling data recorder;
7) Other necessary documents.
4.2 Type testing
4.2.1 Sample delivery for type testing
4.2.1.1 The principles of sample delivery
When there is only one type in the application, the sample of the application type needs to submit.
When there are series of types with derived relations in one application unit, the representative samples shall be selected to submit.
4.2.1.2 Samples quantity
The applicants shall take responsibility of sample delivery for type testing in accordance with the requirements of the certification body and be responsible for them. The quantities of samples according to the principles above, 4 sets for each model (including sensor, host, display and data analyzing software).
Deliver another 1 set sample if the model of product in the same unit is different from which of the representative one (see appendix 1).
4.2.1.3 Handle of samples after type testing
The samples tested should be handled in appropriate ways after type testing. It shall be implemented by national rules if they are ruled.
4.2.2 Test standards, items and basis
4.2.2.1 Test standards
GB/T 19056 Vehicle travelling data recorder
Test standards should adopt the current and valid one.
4.2.2.2 Test items and basis
For the test items and test bases, please refer to appendix 2.
For product which model is different from which in the same unit, the test items shall be added, details see appendix 1.
4.2.3 Test implementation body
Test shall be implemented by designated inspection body.
4.3 Initial factory inspection
4.3.1 Time for initial factory inspection
Normally, the initial inspection should be implemented after the sample has passed the type testing. The type testing and factory inspection can be implemented at the same time in special cases.
The time for initial factory inspection will be decided according to the application units and the amounts of products covered by the models, and as well the considerations should be given to the production scale of the factories. It will normally take about 2 to 6 man-day for each processing premise.
4.3.2 Inspection contents
The contents of factory inspection shall include the factory quality assurance ability assessment and the products conformity check.
4.3.2.1 Assessment of factory quality assurance ability
The Requirements for factory quality assurance ability of compulsory certification of vehicle travelling data recorder (see appendix 3) is the basic requirement for the factory quality assurance ability assessment covered by this Rules.
4.3.2.2 Check of conformity of the product
During the factory inspection, the conformity of the certified products must be checked, the following major points shall be checked:
1) The markings of the certified products (such as name, specification, model and trademark, etc.) shall be identical with those indicated in the type testing reports and the submitted documents;
2) The structures of certified products should be identical with those of samples for type testing and those stated in submitted documents, for products of more models covered in application unit, it shall meet the principles of definition application unit in 4.1.1 of this rules;
3) The enclosure materials, display ways, USB interfaces, power source and key components which influence the performance of vehicle travelling data recorder of certified products should be identical with those declared in type testing and confirmed by the certification body, for products of more models covered in application unit, it shall meet the principles of definition application unit in 4.1.1 of this rules;
