IMPLEMENTATION RULES FOR COMPULSORY CERTIFICATION OF SECURITY & PROTECTION PRODUCTS

1. Scope
This document is the compulsory certification requirements for detectors for burglar-alarm control units.
Burglar-alarm control units in this document are the devices in the intruder alarm systems which can carry out set, unset, judgement, test, indication, transmit alarm information and accomplish some control functions, including local alarm burglar-alarm control units, remote alarm burglar-alarm control units, wireless transmission burglar-alarm control units, burglar-alarm control units with intruder alarm functions in security and protection integrated systems and burglar-alarm products which are integrated burglar-alarm control units with other devices.

4. General requirements of certification
4.1 Application and acceptance for certification
4.1.1 Definition application unit for certification
4.1.1.1 In principle, application of certification is made according to model/type of product. The units of application shall be defined at the same time according to the series products of the same power supply, construction in terms of safety, safety components, key components influencing on function and performance of burglar-alarm control units, which is same in design model/types but only with different model/types (e.g. the difference of the different model/types only for different customers and sale in different areas).
4.1.1.2 Should the same country,the same manufacturer, the same design model/type of product but with different factories for which shall not be defined as same application unit, but only one type testing is required, the testing results shall cover the products of above application unit.

4.1.2 Application documents
The formal application shall be submitted with the following documents:
1) Qualification certificate of applicant, manufacturer, factory (including: organization code certificate, business license, entrustment agreement, etc.);
2) Product technical standards, electrical principle diagram, product pictures (appearance, internal structure, circuit boards), product manual and installation in Chinese;
3) Description of the difference between the different model/type of products in the same application unit and list of key components;
4) Production process flow diagram and process control specification;
5) Quality control documents show that the factory meet the requirements of appendix 3 Requirements for factory quality assurance ability of compulsory certification of burglar-alarm control units and appendix 4 Requirements for factory conformity control of compulsory certification of burglar-alarm control units.
6) Other necessary documents.
4.2 Type testing
4.2.1 Sample delivery for type testing
4.2.1.1 The principles of sample delivery
When there is only one type in the application, the sample of the application type needs to submit.
When there are series of types with derived relations in one application unit, the representative samples shall be selected to submit.
4.2.1.2 Samples quantity
The applicants shall take responsibility of sample delivery for type testing in accordance with the requirements of the certification body and be responsible for them. The quantities of samples see appendix 1.
4.2.1.3 Handle of samples after type testing
The samples tested should be handled in appropriate ways after type testing. It shall be implemented by national rules if they are ruled.
4.2.2 Test standards, items and basis
4.2.2.1 Test standards
GB 12663 General specifications for burglar-alarm control units
Test standard should adopt the current and valid one.
4.2.2.2 Test items and basis
Details see appendix 2.
4.2.3 Test implementation body
Test shall be implemented by designated inspection body.
4.3 Initial inspection of the factory
4.3.1 Contents of the inspection
The contents of initial factory inspection shall include the factory quality assurance ability assessment and the products conformity check.
4.3.1.1 Assessment of factory quality assurance ability
The Requirements for factory quality assurance ability of compulsory certification of burglar-alarm control units (see appendix 3) is the basic requirement for the factory quality assurance ability assessment covered by this Rules.
4.3.1.2 Check of conformity of the product
The Requirements for factory conformity control of compulsory certification of burglar-alarm control units (see appendix 4) is the basic requirement for the products conformity check covered by this Rules.
The product applying for certification shall be sampled on the site of production during initial factory inspection, major checking the contents in appendix 4 No. 3. If the certification referred to the varied type /model of products, at least one set sample shall be taken from each type /model to check. The sampling basis shall not lower than 5 times of the quantity of samples.
Sampling test is needed if the above check and test are doubtful while this doubt is certified only by means of inspection body. The samples for testing shall be random sampling from the conformity products of the factory (including production lines, storerooms). The quantities for the samples testing shall be 1 set. Sampling test should be carried out through designated inspection body, and test items shall by decided by the certification body depending on real conditions.
4.3.2 Inspection scope
All the type /model of products to be certified and processing premises shall be covered for initial factory inspection.
4.3.3 Timing of initial factory inspection
Normally, the initial inspection should be implemented after the sample has passed the type testing. The type testing and factory inspection can be implemented at the same time in special cases.
The duration of factory inspection shall be determined by the amounts of application units and covered type /model of products to be certified and with the consideration of the scale of the factory. It will normally take about 2 to 6 man-day for each processing premise.
4.3.4 The persons for inspection
The initial factory inspection shall be implemented through the inspectors, whose ability shall meet related national rules, from the certification body. At least two inspectors are needed to check in one factory.
4.4 Evaluation of certification results and approval of certification
4.4.1 Evaluation of certification results and approval of certification
The certification body shall be responsible for a general evaluation of the results of sampling test and factory inspection and for issuing the certificates to the applicants for the conformed products. Otherwise, the certifcation will be terminated.
If the sampling test results are unqualified, the rectification can be admitted in specified periods (not exceeding 3 months), after that the products shall be retested. If existing unqualified item in the factory inspection, the rectification can be admitted in specified periods (not exceeding 3 months). the certification body will adopt appropriate ways to verify the results of rectifications. The certificates will be issued if the results of product retest and factory inspection rectification are qualified. If the factory cannot finish rectifications in the rectification period, or the rectification results are unqualified, the factory inspection results are unqualified and this factory inspection will be terminated.
4.4.2 Time frame
The time frame for certification means the working days from the acceptance of complete application till the issuance of the certificates, which includes the time of type testing, factory inspection, evaluation of certification result and approval of certification and making the certificates.
The time for type testing will be counted from the date of sending samples to the designated inspection body, the inspection cycle will not exceed 30 working days.
The factory inspection reports should be submitted within 5 working days.
Evaluating certification results, approving the certification and making the certificates should normally be completed within 10 working days.
4.5 Follow-up inspection
4.5.1 The frequency of the follow up inspection
4.5.1.1 The follow up inspection shall be implemented at least once per year, the time interval shall be not exceed 12 months.
4.5.1.2 The frequency of inspection should be increased in any of the following cases:
1) The certified product has serious quality problem, or is complained by clients, which has been verified to be the responsibility of the certificate holder;
2) The certification body doubts the conformity of the certified product against the requirements of standards with sufficient reasons;
3) Sufficient information indicates that the conformity or the consistency of the certified products would be affected due to the changes in organization system, production condition and the quality management system of the factories.
4.5.2 Contents of the follow-up inspection
The model of follow-up inspection: Re-assessment of factory quality assurance ability + Certified products conformity check +Sampling testing.
4.5.2.1 Re-assessment of factory quality assurance ability
The overall Re-assessment for factory quality assurance ability shall be carried out within 4 years after certificates granted. It shall be inspected according to the Requirements for factory quality assurance ability of compulsory certification of burglar-alarm control units (see appendix 3) and select some part of it. The certification body, as necessary, should draw up the specific requirements of inspection on the basis of the factory.
The time for the Re-assessment should take 1 to 2 man-day for each processing premises.
4.5.2.2 Certified products conformity check
Certified products conformity check shall be carried out according to the Requirements for factory conformity control of compulsory certification of burglar-alarm control units (see appendix 4) and select some part of it. The certification body, as necessary, should draw up the specific requirements of inspection on the basis of the certified products.
In principle, check on site of the contents in appendix 4 No.3 for sampling related type products in each application unit. If more than one type in covered products, sampling shall cover various types of products within 4 years after certificates granted.
4.5.2.3 Sampling & testing
1) Sampling
Sampling shall be carried out during certified products conformity check. The samples for testing shall be random sampling from the conformity products of the factory (including production lines, storerooms). The quantities of the sampling test are 1 set each unit, the sampling basis shall not lower than 5 times of the quantity of samples. If more than one type in covered products, sampling shall cover various types of products within 4 years after certificates granted.
2) Testing
Sampling test should be implemented by the pointed and authorized inspection body. Sampling test items are carried out according to 4.2.2 by the certification body.
4.5.3 Evaluation of follow up inspection results
The certification quality can be retained after inspection results meet the requirements. Otherwise, the certification quality will be cancelled.
If there is any non-conformities found in the re-assessment for factory quality assurance ability and/or unqualified in product sampling test, the corrective actions shall be taken within 3 months. The certification quality can be retained after qualified rectification results. Otherwise, the certification quality will be cancelled.
The certificates and certification marks shall be continued to use if the certification quality can be retained. If the certification quality has been cancelled, the certification marks will be stopped using, and the relevant results will be announced.
5. Maintenance and change of the certificates
5.1 Maintenance of the certificates
The Implementation Rules specifies the conformity certificates without covering the closing date of the certificates. The term of validity of the certificates depends on the surveillance inspection by the certification body at regular intervals for maintenance of it.
5.2 Covered contents of the certificates
The certificates shall include name and address of applicant, name and address of manufacturer, name, address and factory code of factory, unit name and design model of product, implementation rules, certification mark, certification body name, approval signature and date and other contents by the certification body. Sale model and/or trademark may be included in the certificates as needed by the applicant.
5.3 Change of certified products(http://china-ccc-certification.com/225.html)
If change of the certificates or the covered products, the holders of the certificates shall make application to the certification body.
1) Add or reduce the covered products in the same unit;
2) Change of the structure of certified products, specification, model, supplier of key components and materials or relating safety design, electrical structure, which might affect the conformity of standards of related products or samples for type testing;
3) Change of trademark, certificate holder, manufacturer, factory (name, address, quality assurance system, etc.);
4) Other changes which might affect the requirements of certification.
The certification holder shall first apply for such change and the certification body will review the conformity of the changed product with certified product and then verify the effectiveness of previous certification results on the changed product, to decide the need for additional test(s) or inspection based on the differences. After approval, either a separate certificate can be issued or the original certificate can be replaced on the request of the certificate holder.
5.4 Add application unit
According to the principles of 4.1.1 Definition application unit for certification of this rules, the applicant shall make formal written application for adding new application unit to certified products of same category.
The applicant shall submit formal application documents. Product type testing will be arranged after confirmation the acceptance of application by the certification body, and the factory inspection will be carried out by real conditions. The certificates will be issued after approved by the certification body.
5.5 Reduce application unit
If the certificate holder apply to not retain the certification quality of certain certified application unit, he shall submit written report to the certification body. The original certificate will be returned and related application unit will be cancelled after confirmation by the certification body. Meanwhile, the certification mark shall be stopped to use in the products of this application unit by the certificate holder.
6. Suspension, cancellation and withdrawal of the certificates
The suspension, cancellation and withdrawal of the certificates shall follow Regulations for Compulsory Product Certification. During the period of suspension and after cancellation and withdrawal of the certificates, the covered model products cannot be out of factory and imported.
7. Use of certification mark
The certificate holder shall follow the Regulation for Compulsory Product Certification Mark.
7.1 Derivations of certification mark
The products listed in this Rules shall not be allowed to use any derivation of certification mark.
7.2 Design of the mark allowed to use
7.3 Ways and Location of process
Any one of the three methods: standard marks(http://china-ccc-certification.com/148.html) (labels), impress or print on the nameplate(http://china-ccc-certification.com/167.html) can be used. The factory code of the products shall be noted if use impress or print on the nameplate.
The certification mark should be applied at least on an exposed location on the apparent part of product body. When using standard marks, the mark size is size No.2-4.
8. Charge
The certification fee shall be charged by the certification body according to related regulations of China.
