1. Scope
This document applies to compulsory certification for limit of release of ammonia for concrete anti-freezing admixtures.
Applicable scope in this document: concrete anti-freezing admixtures, which make concrete harden in negative temperature and achieve desired performance in regular preservation conditions used indoor, not for used in bridge, highway and other outdoor construction.
Note:
a) The product scope in this rules is concrete anti-freezing admixtures defined in standard Concrete anti-freezing admixture (JC475).
b) For concrete anti-freezing admixtures only used in outdoor construction, it shall be noted Not for indoor use function on the smallest packages, labels or product manuals.

4. General requirements for certification
4.1 Application and acceptance for certification
4.1.1 Defining application unit for certification
In principle, for anti-freezing admixtures of strong electrolyte inorganic salt category, water soluble organic compounds category, composites of organic compounds and inorganic salt category and composite anti-freezing admixtures produced in the same manufacturing premises shall be in different application unit, products in different manufacturing premises shall be in different application unit.
4.1.2 Application documents
The formal application shall be submitted with the following documents:
1) Registration certificate documents of the applicant;
2) Brief introduction of the factory;
3) Brief introduction of the product process flow;
4) Anti-freezing and/or water-reducing components of the products ;
5) Control of product ammonia release quantity;
6) Product ammonia release quantity control document shall be made according to Appendix 2 Requirements of Compulsory Product Certification Factory Quality Assurance Capability for Concrete anti-freezing admixtures;
7) Other documents
4.2 Initial inspection of the factory
4.2.1 Timing for factory inspection
Normally, the factory inspection should be carried out after application documents accord with the requirement. The timing for the factory inspection shall be determined by the amounts of application units of products to be certified and with the appropriate consideration the scale of the factory. It will normally take about 2 to 4 man-day for each processing premises.
4.2.2 Contents of factory inspection
4.2.2.1 Evaluation of product ammonia release quantity control
See Appendix 2 Requirements of Compulsory Product Certification Factory Quality Assurance Capability for Concrete anti-freezing admixtures.
4.2.2.2 Check of product conformity
a) Check conformity of product name and related marks shown in Min. packages, labels and product manuals with application documents;
b) Check conformity of anti-freezing and/or water-reducing components used in each product with application documents;
4.2.2.3 All the products to be certified and processing premises shall be covered for evaluation of product ammonia release quantity control and product conformity check.
4.3 Product sampling test
4.3.1 The principle for sampling
In principle, the sampling unit shall be determined by anti-freezing or water-reducing components used in each application unit. If the sampling unit which has major differences in anti-freezing or water-reducing components shall be in different sampling unit. In principle, products with the lowest applicable specified temperature shall be taken from same sampling unit for ammonia release quantity test. If there are no major differences in production process and anti-freezing or water-reducing components which are produced by same manufacturer but different manufacturing premises, the quanity shall be properly reduced. The samples shall be taken from the representative, mass production and qualified products in factory test.
4.3.2 Time of sampling
Generally, product sampling shall be implemented at the same time with factory inspection.
4.3.3 Premises of sampling
In principle, the samples shall be taken from storeroom of the applicants or their processing premises.
4.3.4 The persons for sampling
The persons for sampling shall be appointed by the certification body.
4.3.5 Sampling methods and test requirements

4.3.6 Test standard
Limits of release of ammonia for concrete anti-freezing admixtures (GB18588), standard shall adopt current and valid one.
4.3.7 Testing body
Testing the samples shall be implemented by the testing bodies of which authorized by the state organization.
4.4 Evaluation of certification results and approval of certification
4.4.1 Evaluation of certification results and approval of certification
The certification body shall evaluate the results of factory inspection and sampling test. After the factory inspection and sampling test conforms to the requirements and approved by the certification body, certificates for the products shall be issued according to application unit.
The factory shall take corrective actions within 3 months if there are unqualified items in factory inspection, the certification body shall verify the corrective results with proper ways. For product test unqualified, it shall be taken corrective actions within 3 months and retested for all items. If factory inspection and/or product test are all qualified, the certificates will be issued. Otherwise, the certification will be terminated. The factory shall apply for certification again after taking corrective actions.
4.4.2 Time frame
The time frame for certification means the working days from the acceptance of complete application till issuance of the certificates, which includes the time of factory inspection, product testing, evaluation of certification result and approval of certification and making the certificates, which should not exceed 90 working days in all.
The time for product testing will be counted from the date of sending samples to the designated inspection body, the inspection cycle is 15 working days.
The factory inspection reports should be submitted within 5 working days.
Evaluating certification results, approving the certification and making the certificates should normally be completed within 10 working days.
4.5 Follow-up inspection
4.5.1 The frequency of follow-up inspection
4.5.1.1 The follow-up inspection shall normally be implemented at least once in each inspection cycle. The starting point of inspection cycle is counted by the time of first factory inspection. Specific time of implementing follow-up inspection does not have any influence on inspection cycle counting.
4.5.1.2 The frequency of inspection should be increased in any of the following case:
a) The certified products do not meet the requirements of standards, or is seriously complained by clients, which has been verified to be the responsibility of the certificate holder;
b) The certification body doubts the conformity of the certified product against the requirements of standards with sufficient reasons;
c) Sufficient information indicates that the conformity or the consistency of certified products might be affected due to the changes of production process, anti-freezing and/or water-reducing components of the factories.
4.5.2 Contents of the follow-up inspection

4.5.2.2 Factory follow-up inspection
Contents for each follow-up inspection shall at least include checking items 3,4,6 and 9 specified in Appendix 2 Requirements of Compulsory Product Certification Factory Quality Assurance Capability for concrete anti-freezing admixtures and product conformity check, and the rest items may be selected but shall make sure that all items shall be covered every four years.
The time for follow-up inspection should take 1 to 2 man-day for each processing premises.
The overall factory inspection shall be carried out every 4 years after the certificates granted, the content and time is same as that of initial factory inspection.
4.5.2.3 Product sampling test
4.5.2.3.1 Principles of sampling
In principle, products with the lowest applicable specified temperature shall be taken from which with the most ammonia release quantity for test according to anti-freezing or water-reducing components for each application unit.
4.5.2.3.2 Sampling methods and test requirements
See Appendix 1 Compulsory product certification sampling and test requirements for concrete anti-freezing admixtures.
4.5.3 Evaluation of follow-up inspection results after the certificates granted
The certificates can be retained and the certification marks can be continuously used upon qualified inspection results. If there are any non-conformities found in the follow-up inspection and/or unqualified in product sampling , the corrective actions shall be taken within three months. Otherwise, the certificates will be withdrawn, the certification marks will be stopped using, and the relevant results will be announced.
5. Maintenance and change of the certification
5.1 Maintenance of the certificates
The certificate of the products covered by this Rules itself does not indicate the closing date. The validity of the certificates depends on the regular follow-up inspection by the certification body.
5.2 Contents covered by the certificates
The certificates shall include applicant name, factory name, code and address, product name, implementation rules, certification mark, stamp, signature, issue date and other contents by the certificate body.

The certificate holders need to add products in the same unit of certified products, they shall make application for product extension to the certification body. Anti-freezing or water-reducing components in products to be extended shall be specified in the application. If new anti-freezing or water-reducing components in products to be extended, factory inspection and/or sampling test shall be carried out. If anti-freezing or water-reducing components in products to be extended are identical with those in certified products, sampling test and factory inspection may be exempted, but test reports of ammonia release quantity for this products shall be submitted.
After confirming the extension has met the requirements, the certificate can be renewed.
5.4 Extend the the range of certification
According to the principles of defining application unit in 4.1.1 of this Rules, for add new application unit on the basis of original application unit, the holders of certificates shall make formal written application.
The holders of certificates shall submit formal application documents, which shall be confirmed by the certification body before factory inspection or product sampling test.
5.5 Reduce the the range of certification
For claim not preserve the certification quality of certain cerified application unit, which is reduce the the range of certified products, in principle, the holders of certificates shall make written application. The corresponding application unit will be cancelled after confirmation by the certification body. The holders of certificates shall return back the corresponding certificates. Meanwhile, the certification mark shall be stopped to use in the products of this application unit.
For claim not preserve the certification quality of same products in certain cerified application unit by the holders of certificates, the corresponding certificates shall be renewed after confirmation, and the certification mark shall be stopped to use in these products.
5.6 Suspension, cancellation and withdrawal of the certificate
Follow Regulations for Compulsory Product Certification.
6. Use of the certification marks
The certificate holders shall follow Regulation for Compulsory Product Certification Mark.
6.1 Design of the mark allowed to use
6.2 Ways and location of process
The certificate holders shall adopt purchasing standard-size marks uniformly printed by CNCA(http://china-ccc-certification.com/148.html) or printing(http://china-ccc-certification.com/167.html) ways. If use printing ways, the use pattern of certification marks should be reported to the CCC mark issue/managing administration approved by CNCA.
the certification marks shall be applied on the apparent positions of smallest packages, labels or body of the products. Use size No.3-5 for standard-size marks.
6.3 Related requirements
With indoor use function shall be noted below the certification marks.
7. Charge
The certification fee shall be charged by the certification body according to related regulations of China.
