IMPLEMENTATION RULES FOR COMPULSORY CERTIFICATION OF MOTOR VEHICLE TYRES
TYRES PRODUCTS

1. Scope
This document applies to:Passenger car radialtyres, Passenger car diagonal tyres, Truck radial tyres, Truck diagonal tyres, Motorcycle tyres
2. Certification Mode
Initial inspection of the factory + product sampling test+follow-up inspection
3. General Requirements of Certification
3.1 Application for certification(http://china-ccc-certification.com/171.html)
3.1.1 Defining application unit for certification
3.1.1.1 In principle, The same manufacturer, the same series of product and the same constructure is defined one application unit.
Details refers to annex 1 Tyre Product Compulsory Certification Product Application Unit Classification
3.1.2 Application documents
The formal application shall be submitted with the following documents:
1). Brief instruction of the manufacturer
2). Trademark
3). Summery table of major material suppliers, quality management documents;
4). Standards and stipulations for safety function criteria based on which the products are produced;
5). product descriptions: diagonal tyre or radial ply tyre;with or without inner tube; layer, load or load index, speed symbol and so on;
6). List of equipment and devices needed in production/inspection;
7) Other necessary documents.
3.2 Product Sampling test
General, inspection of the factory shall be carried out after passing sampling test.the test may also carry out at the time of inspection of the factory if needed.
3.2.1The principle for sampling
Sampling shall be random ,sample shall be from the representative unit of application for certification, and be from batch production products of the factory.
Personal for sampling shall be appointed by certification body.
Note:disposition for sample and correlative documents.
After test, the passable sample and/or correlative documents shall be disposed appropriate.
3.2.2 Selection of specifications for sampling for Initial certification:
In each application unit, the sample should be selected based on the quantity of specifications of the application. If the applied specification is less than 5 (including 5), one sample shall be selected random; if the application specifications are between 5 and 10 (including 10), two samples shall be selected random; the rest may be analogy with.
3.2.3 Amount of samples

3.2.4 Product standards and test items

Motorcycle tyre GB518

3.2.4.2 Test items
Refer to Appendix 3 Test Outline for Tyre Product Certification
3.2.5 Testing body
Testing of samples shall be implemented by the testing bodies authorized by the state organization and appointed by the certification body, and shall not be entrusted to the testing bodies of manufacturers.
3.3 Initinal inspection of the factory
3.3.1 Time of the inspection
Generally, the initial factory inspection should be carried out after the application documents submitted meet the requirements.
The duration for the factory inspection is calculated based on the number of application units for certification, taking into considerations of the scale or size of the factory, normally 4~6 man-day for each manufacturing premise.
3.3.2 Inspection scope
3.3.2.1 Inspection for capability of factory quality assurance
The Regulations for Compulsory Product Certification  is the basic requirements for initial factory inspection covered by the this Rules (see appendix 4).
3.3.2.2 Check of consistency of the product
1 Mark and description
To validate the consistency by eyes.
2 Test of safety performance for samples on the spot.
3 Critical Components（appendix 2） suppliers shall satisfy the validation of consistency of the products
3.3.2.3 Inspection scope
All the products to be certified and processing premises shall be covered for inspection of factory quality assurance ability and of consistency of the products.
3.4 Evaluation of certification results and approval of certification
3.4.1 Evaluation of certification results and approval of certification
After the results of both factory inspection and sample test are evaluated to conform to the requirements, the certification body shall issue the certificate(s). The use of certification shall comply with the requirements specified in the Regulations for Compulsory Product Certification.
Non-conformities found in inspection of the factory must be corrected in 3 months; Non-conformities found in product sampling test must be corrected and to be re- test in 3 months. If corrections cannot be completed within 3 months, the certification will be terminated . Application can be submitted again.
3.4.2 Time frame
The time frame for certification means the working days from the acceptance of application till issuance of the certificates, which includes the time of sample test, factory inspection, evaluation on certification results and approval of certificates as well as the preparation of the certificates.
It normally takes 30 working days for sample test, starting from the date of receiving the samples and 5 working days for submission of factory inspection report.
 
It generally will not exceed 5 working days for evaluation of certification results, approval and preparation of certificates.
3.5 Follow -up inspection
3.5.1 The frequency of the follow-up inspection
3.5.1.1 The follow-up inspection shall normally be implemented at least once per year. The first follow-up inspection shall normally be implemented 12 months after the certificate being granted.
3.5.1.2 The frequency of inspection should be increased in any of the following cases:
1) The certified product has serious quality problem, or is complained by clients, which has been verified to be the responsibility of the certificate holder.
2) The certification body doubts the conformity of the certified product against the requirements of safety performance standards with sufficient reasons.
3) Sufficient information indicates that the conformity or the consistency of certified products might be affected due to the changes in organization structure, production condition and the quality system of the manufacturer and/or factories.
3.5.2 Contents of the follow-up inspection
3.5.2.1 Model of the follow-up inspection
Re-assessment of factory quality assurance ability + consistency inspection + sampling test.
3.5.2.2 re-assessment of factory quality assurance ability
The re-assessment of factory quality assurance ability shall be carried out according to  Requirements of Factory Quality Assurance Capability(see appendix 4). It will normally take 1~4 man-day per each manufacturing/processing.
All the items of the Requirements shall be covered at least every four years. in the fifth year of certification, an overall inspection for the factory/manufacturer will be required according to Requirements of Factory Quality Assurance Capability. The contents of inspection and the timing arranged for such activity is the same as the initial inspection.
The span for overall re-assessment is four years.
3.5.2.3 Check of consistency for product
As described in clause 3.3.2.2
3.5.3 Sampling & testing
Within the 4 years time starting from the obtaining the certificates, the representative product from some of the certified units will be selected for test for safety performances. In the fifth year of the certification, the representative product from each unit will be selected for test for safety performances. The quantities and test items refer to Appendix 3
The span for sampling is four years.
3.5.3.1 Amount of sampling
In the contents of certificated, the representative unit according to different construction shall be randam sampled.
3.5.3.2 Test items
As described in clause 3.2.4
3.5.4 Evaluation of follow-up inspection results
The certificates can be retained and the certification marks can be continuously used upon favorable inspection results. If there is any non-conformities found in the follow-up inspection, the corrective actions shall be taken within three months. Otherwise, the certificates will be withdrawn, the certification marks will be stopped using, and the relevant results will be announced.
4. Maintenance and alteration of the certification
4.1 The validity of the certificate
The certificate of the products covered by this Rules itself doesn't indicate specific expiry date. The validity of the certificate depends on the follow-up inspection.
4.2 The format of Certification certificate
Based on the special features of the tyre product application unit classification, the certificate will be composed of original and copy system. The original certificate will give clear indication of the name, address, the product type, and relevant standard in conformity with the manufacture that obtains the certificate; the copy will give clear indication of the product specification. The copy is vain without the original certificate. Only the specified products fulfilled in the copy of the certification certificate can be used as regulatory certification mark.
4.3 Change of the certified product(http://china-ccc-certification.com/225.html)
4.3.1 Procedure for Change
4.3.1.1 Applications for certification enlargement after obtaining the certification (such as applying for certification of radial tyres after having obtained the diagonal  tyres certification), because of  the different production procedure, the certification body shall dispatch personnel with corresponding ability to inspect the site and to take samples; the enlarged applications will be approved for certification registration after passing  inspection of the factory and sampling test.
4.3.1.2 Applications for certification enlargement of the same type or the same unit (such as applying for 70 series after obtaining car radial tyre 80 series certificates), the product production procedure of the enlargement application does not change, samples can be taken directly ,after passing the sampling test, certification registration for the enlarged products can be approved; inspection in factory shall be carried out at the time of annual inspection.
4.3.2 The requirements of sample
Amount of samples refers to clause 3.2.3 of this proposal; test item refers to Appendix 3 the test outline for tyre products
5. Provision for use of the certification marks
The certificate holder shall follow the Regulation for Compulsory Product Certification Mark.
5.1 Use of certification mark
The products listed in the Rules shall not be allowed to use any derivation of certification mark.
5.2 Allowable shape of the mark
5.3 Application of the mark
The tyres of automobiles and motorcycles should be carved(http://china-ccc-certification.com/167.html) with the compulsory certification mark on their moulds.
6.Suspension, cancellation and withdrawal of the certificates
The suspension, cancellation and withdrawal of the certificates shall follow Regulations for Compulsory Product Certification.
7 Charge
The certification shall be charged by the certification body according to the national statutory.
