Ⅱ. Main differences between new and old version rules
1. Make adjustment according to Compulsory Product Certification Management Rules (No. 117 by AQSIQ, call No. 117 as follows) and other laws and regulations.
(1) Make clear the 5 years expiry date of the certificate and requirement for change of the certificate if expire this date.
(2) Link with related regulations and certification rules, unify the requirements of cancellation, suspension and withdrawal of the certificates, make clear that it shall be implemented follow by Compulsory Product Certification Management Rules and Implementation Rules for Cancellation, Suspension and Withdrawal of the Compulsory Product Certification Certificates.
(3) According to No. 117, make adjustment of implementing classification management for follow-up inspection according to the real conditions like product characters and quality conditions and requirements for reasonable decision of the frequency of follow-up inspection.
(4) According to No. 117, supplement the requirements of sample authenticity and make clear relevant duties.
2. Rationalization of defining application unit.
More rational of defining application unit. On condition that the effectiveness of certification controlled, moderately relax the principles of defining application unit, and improve the feasibility of defining application unit.
(1) Plugs and socket-outlets for household and similar general purpose
a. Simplify the product application unit defination. i.e. in Appendix 3 Application Unit and Sample Quantity Required for Type Testing of old version rules, No.7 Two-pole non-rewirable portable socket-outlets, two-pole non-rewirable portable socket-outlets with earthing contact and No.8 Two-pole rewirable portable socket-outlets, two-pole rewirable portable socket-outlets with earthing contact, which is now simplified as Non-rewirable portable socket-outlets and Rewirable portable socket-outlets.
b. Make clear the concept 'or' in Application Unit and Sample Quantity Required for Type Testing of old version rules. For the convenience of understanding and implementing, separate where 'or' in original form, i.e. in original form No. 11 Three phase four-pole plugs or socket-outlets, which is now separated as ' Three phase four-pole plugs' and ' Three phase four-pole socket-outlets'.
c. Since the emerging of new design of fixed socket-outlets, add No. 17 Multiple socket-outlets of same base in Application Unit and Sample Quantity Required for Type Testing according to the constructions of the products.
d. If fixed socket-outlets adopt various types of terminals, which may differ in product constructions, it shall be defined as different application unit in this case.
(2) Switches for household and similar fixed electrical installations
a. Switches of different connection types shall be defined as different application unit, but double control switches could cover single-pole switches.
b. If switches adopt various types of terminals, which may differ in product constructions, it shall be defined as different application unit in this case. If there are two types of terminals in the same product, the defining base shall be the greater quantity ones.
c. Switches of different starting methods shall be defined as different application unit, i.e. rocker switches and rotary switches are different application units.
d. Switches of different mounting methods shall be defined as different application unit, i.e. exposed switches and concealed switches are different application units.
(3) Add interconnection cord sets in the scope of IMPLEMENTATION RULES-Cord sets. Standard GB15934-2008 Electrical accessories-Cord sets and interconnection cord sets has clearly covered interconnection cord sets in appliance couplers (for household and similar general purposes) in the scope of CCC catalogue, which have been removed from GB17465.2-2009 Appliance couplers for household and similar general purpose-Part 2: Interconnection couplers for household and similar equipment. Implementation rules for interconnection cord sets have been changed from IMPLEMENTATION RULES-Appliance Couplers for Household and Similar General Purpose (File No.: CNCA—01C—006) to IMPLEMENTATION RULES-Cord sets (File No.: CNCA—01C—001).
According to Announcement No. 7,2009 Announcement about Requirements of Updating Standard for Cord Sets by CNCA, put new version standard GB/T26219 Electrical accessories-Y-splitter cord sets and Y-splitter interconnection cord sets for cord sets relating in type of one to in old version standard into 4.2.2.1 Test standards.
3. Make clear each key components and materials by the products, for the convenience of understanding and mastering of the certification party, which increases the feasibility and test consistency.
4. Make adjustment about related rules of Requirements for factory quality assurance ability.
Requirements for factory quality assurance ability shall be formulated by the certification body according to the principles and requirements in the implementation rules, which shall be implemented after filed in CNCA.
5. Other rational modification required by certification.
(1) Supplement the documents submitted for application.
(2) Make further improvement of the requirements of time frame for certification according to real implementing of certification.
(3) Make clear that annual follow-up inspection shall be first priority put in the production season and adopt without advance notice by examination party ways for inspection.
(4) Make clear of the product categories of plugs and socket-outlets for household and similar general purpose, switches for household and similar fixed electrical installations, plugs and socket-outlets for industrial purpose, appliance couplers for household and similar general purpose, thermal-links, enclosures for accessories for household and similar fixed electric installations and cartridge fuse-links of miniature fuses in sampling & testing of the follow-up inspection, which will easy in real implementing.
(5) The frequency of safety verification inspection has been changed uniformly from 'once per half a year or once per batch' to 'once per a year'.
(6) Make modification the name of test standards for cord sets, plugs and socket-outlets for household and similar general purpose, appliance couplers for household and similar general purpose and enclosures for accessories for household and similar fixed electric installations, and make adjustment about explanation for applicable version of test standards.
(7) Make adjustment about product routine inspection items, which will make it more to conform to product real conditions, and easy to implement.
(8) In IMPLEMENTATION RULES-Switches for Household and Similar Fixed Electrical Installations, electric strength test of routine inspection items has been deleted, but supplement on-off check requirements of routine inspection items, more convenient to implement.
(9) In IMPLEMENTATION RULES-Thermal-links, make modification the principles of sample delivery for type testing, samples quantity/amount requirements according to new version standard requirements. Holding temperature test of routine inspection items has been deleted, make clear that electric strength test is only applicable to fusible alloy type thermal-links, supplement requirements of circuit connectivity, contact resistance of routine inspection items, more convenient to implement.
(10) In IMPLEMENTATION RULES-Cord sets, in order to make it convenient to implement and keep product quality, supplement routine inspection items according to Appendix A in standard GB15934-2008 Electrical accessories-Cord sets and interconnection cord sets and GB/T26219 Electrical accessories-Y-splitter cord sets and Y-splitter interconnection cord sets.
(11) In IMPLEMENTATION RULES-Cartridge fuse-links of miniature fuses, checking of the dimension test of routine inspection items has been deleted, supplement cold resistance, more convenient to implement.
(12) In IMPLEMENTATION RULES-Enclosures, heat test of routine inspection items has been deleted, more convenient to implement.
(13) In IMPLEMENTATION RULES-Plugs and Socket-outlets for Industrial Purpose, protection against electric shock and electric strength test of routine inspection items has been deleted, more convenient to implement.
(14) In IMPLEMENTATION RULES-Appliance Couplers for Household and Similar General Purpose, make clear that routine inspection items only for non-rewirable appliance couplers, more convenient to implement.
(15) Make clear that the production enterprise shall have inspection devices which meet routine inspection requirements.
(16) Make clear that verification inspection cannot be replaced by factory follow-up sampling test.
6. Modification of normative words.
(1) Unify the components and material name.
(2) Make normative modification about the product name in the scope of the rules according to First CCC Catalogue(http://china-ccc-certification.com/ccc-catalogue.asp) (Announcement No. 33,2001 by AQSIQ and CNCA) and Description and Define Table of CCC Catalogue) (Announcement No.9,2007).
(3) Use producer (manufacture), production enterprise, laboratory and other normative names according to Compulsory Product Certification Management Rules (No. 117 by AQSIQ).
