1. Applicable scope
This document applies to: all categories of electric tools in hand-held operation, with power wires (including power box or motor-generator unit) and with power switch inside, driven by motors or electromagnet, rated voltage exceeding 50V but not exceeding 440V, power frequency or d.c.
This document does not apply to: intermediate frequency electric tools and explosion-proof electric tools.
2. Definition of application unit for certification
2.1 Application unit shall be defined according to the model of the products. The products, of same manufacturer, of same model/type, but from different manufacturing premises, shall be in different application units, but only one type testing is required.
2.2 For electric tools produced in same factory, definition of unit as follows:

1. Requirements for same application unit
1.1 Tools of same category
a) Tools of different insulation class (class I, class II, class III) shall not be defined as same application unit;
b) Multi-purpose tools and single-purpose tools shall not be defined as same application unit;
c) Screwdrivers and impact wrenches shall not be defined as same application unit;
d) Angle grinders, electric grinders and straight grinders shall not be defined as same application unit;
e) Flat plate sanders other than disk-type, circular plate and belt sanders shall not be defined as same application unit;
f) Electric drills and impact electric drills shall not be defined as same application unit;
g) Electric hammers and electric picks shall not be defined as same application unit;
h) Sheet metal shears and nibblers shall not be defined as same application unit;
i) Jig and sabre saws shall not be defined as same application unit;
j) Hedge trimmers and grass shears shall not be defined as same application unit;
k) Routers and trimmers shall not be defined as same application unit;
l) Electric hammers, rotating electrical hammers and hammer drills can be defined as same application unit.
1.2 Same type of motors:
a) Reciprocating motors and rotating motors shall not be defined as same application unit;
b) Single-phase series, single-phase induction motors shall not be defined as same application unit;
c) Capacitance starting, capacitor run motors shall not be defined as same application unit;
d) DC, AC motors shall not be defined as same application unit;
e) Single-phase induction, three-phase induction motors shall not be defined as same application unit;
f) Induction motors of different frequency shall not be defined as same application unit.
1.3 Same rated voltage (covering allowable rated voltage scope):
a) Class 380V, class 220V, class 110V and extra-low voltage class shall not be defined as same application unit;
b) Class 220-240V and class 220V can be defined as same application unit.
1.4 Same stator and rotor plate for motors
1.5 Same safety constructions, but can be variant of miniature (shall be judged by drawings and less tests):
a) Change the shape of housing to add some components, i.e. for speed regulation, etc., which can not be defined as same application unit;
b) Half housing and cylinder-shaped housing shall not be defined as same application unit;
c) Different brush holder constructions (tube, seal box, coil spring) shall not be defined as same application unit.
a) Extension of motor of housing for extending cores of motor, which can be defined as same application unit;
b) Miniature change of handle parts for change of switches, which can be defined as same application unit;
c) Only thickening the housing can be defined as same application unit;
d) Add side handles on head housing can be defined as same application unit;
e) With/without hand guard on handles can be defined as same application unit;
f) Change of axial length of handles for change of switches can be defined as same application unit.
1.6 Same category of critical components, key raw materials (appliance switches, power cords, interference suppressors, capacitors, isolating transformers or safety isolating transformers, commutators, brushes, insulation class of insulation materials):
a) Switches with/without two directions can be defined as same application unit;
b) Switches with/without electronic speed regulators can be defined as same application unit;
c) Switches with/without self-locking can be defined as same application unit;
d) Different power cords can be defined as same application unit;
e) Different interference suppressors can be defined as same application unit;
f) Different capacitors can be defined as same application unit;
g) Different isolating transformers (input voltage shall be same as output voltage) can be defined as same application unit;
h) Different safety isolating transformers(input voltage shall be same as output voltage) can be defined as same application unit;
i) Different brushes can be defined as same application unit;
j) Product of different quantities switches shall not be defined as same application unit;
k) Commutators of different diameters shall not be defined as same application unit;
l) Tools of different insulation class shall not be defined as same application unit;
2. Principles of selecting products for test in the same application unit:
2.1 When products with rated voltage scope covering other electric tools in the application unit, products labeling rated voltage scope shall be selected for test;
2.2 When rated input power is various and change of parameters of windings, products of the Max. rated input power shall be selected for test;
2.3 When there are products of same specification but different in speed, products of Max. speed shall be selected for test.
2.4 When there are different safety components used in the products of same application unit, products of electric tools, electronic speed switches, switches with/without two directions shall be selected for test.
3. Products covered in the application unit shall be implemented for relevant safety additional difference test items by actual conditions:
3.1 CCC mark check;
3.2 Normal load measurement (need to measure normal load parameters specified in the standard)
3.3 Temperature rise test;
3.4 Leakage current measurement (change from two wire system toΔtype of suppressors);
3.5 Endurance test for impact or non-rotating tools (if no load speed value of output shaft for tested products is not the Max. one; or change of winding parameters; or change of commutators; or change of the construction of bearing cooling chambers of products);
3.6 Abnormal operation test (if no load speed value of output shaft for tested products is not the Max. one);
3.7 Check of assemblies, terminals (change of switches);
3.8 Check of power connection (change of power cords)
3.9 If tested product is non-electronic speed switches but need to extend electronic speed switches, it shall be additional tested normal load parameters, heating test and endurance test additionally;
3.10 Heating test for grounded inductors (need to add grounded inductors in class I tools).
Note: Covered products shall be exempted from additional difference test if they are same as tested products apart from rated input power on the nameplate lower.
4. Test principles for EMC test
4.1 For electric tools defined in the same application unit as above, if input power of which cross at different input power classes specified in standard GB4343.1, each power class shall be implemented EMC test;
4.2 If there are more than 3 types electric tools in the same power class of same application unit, one type shall be added for EMC test, electric tools of rated input power second to value Max. value shall be selected;
4.3 If extended rated input power in the same unit higher than Max. rated input power, the extended tools shall be implemented EMC test additionally;
4.4 If tested product is electric tools of non-electronic speed switches, which have been covered shall be implemented EMC test additionally;
4.5 If various in electronic speed switches for tools, the covered products shall be implemented EMC test additionally;
4.6 When tested products without functions of two directions, but the covered one with functions of two directions, shall be implemented EMC test additionally;
4.7 If various in parameters of interference suppressors, which shall be implemented EMC test additionally;
4.8 If change of suppliers of motor in tools, shall be implemented EMC test additionally.
