CCC China Compulsory Certification Rules and Procedures

1 Scope of Application
This rule adapts to the Compulsory Certification of the products enforced by China Certification Centre for Electromagnetic Compatibility in First Product Catalogue(http://china-ccc-certification.com/ccc-catalogue.asp) of China Compulsory Certification:

4 Implementing procedure of certification
4.1 Application and accept for certification
4.1.1 Application for certification
4.1.1.1 All the manufacturer, seller and importer of the products in First Product Catalogue of China compulsory Certification can be applicant, should apply to certification centre with certification application documents, according to the requirements of Application Letter of China Compulsory Certification (appendix 3).
4.1.1.2 The applicant should submit the copy of contract between it and manufacturer at the same time, if applicant is seller/importer.
4.1.1.3 The applicant should make a contract about certification, test, inspection and after-inspection and such with the consignor, if applicant is trusted by others. Applicant should submit letter of authorization, copy of consignment contract and copies of other related contracts at the same time.
4.1.2 Accept application
Certification centre generally will determine if accept certification application or not in 5 working days, according to the documents applicant submitted.  After checking the documents, certification centre will send a notice of accepting certification application to applicant if the documents submitted are complete; if not, certification centre will send a notice to applicant for additional documents of China Compulsory Certification. Applicant should submit supplementary documents to certification centre in 3 months after the notice was sent out; submit exceed the time limit will be regarded as giving up applying for certification.
4.1.3 Make contract
Certification centre should make certification contract with applicant, and the contract become effective upon signature.
4.2 Type Test
4.2.1 Certification centre will arrange authorized inspection institute to charge the type testing of China Compulsory Certification in its designated scope of inspection business and region, according to the rule of Certification and Accreditation Administration of the People's Republic of China (abbreviated CNCA as follows)
4.2.2 Applicant should select and send samples to authorized inspection institute according to the requirements, and be responsible for the selected samples. If it is confirmed that samples are damaged during transportation, it is allowed to re-send samples.
4.2.3 Authorized inspection institute should inspect samples according to certification inspection standard in 30 working days, and submit product inspection report. If it is allowed to inspect on site only, inspection institute should send someone to the site to inspect.
4.2.4 Coordination department of inspection institute of certification centre should check the product inspection report; submit to certification centre office if qualified.
4.3 Initial factory inspection
4.3.1 Certification centre inspection department is responsible for forming an inspecting group in 10 working days after application was accepted, if site factory inspection condition available prepared by applicant ; and send initial factory inspection notice to applicant.
4.3.2 Inspection group carry out site inspection on applicant's manufacture site, according to Requirements of Factory Quality Assurance Ability of implementation rules for Compulsory Certification; and submit factory inspection report.
4.3.3 Certification centre inspection department should verify factory inspection report; and submit it to centre office if qualified.
4.4 Evaluation of certification results and approval of certification
4.4.1 Certification centre should be responsible to evaluate the result of type testing and factory inspection result comprehensively, award certificate to applicant if qualified.
4.4.2 Time frame
Time frame for certification means the working days from the acceptance of complete application till the issuance of the certificate, which includes the time of type testing, factory inspection, reports submission after inspection, evaluation and approval of certification results and making certification certificates. Generally, decision should be made in 90 working days after certification application was accepted, and inform applicant.
4.5 Follow-up inspection
4.5.1 Generally, follow-up inspection will be done at least once a year 12 months after got certification; including re-check of factory quality assurance ability and fitness inspection of certificated product. If it is necessary, certificated product should be sampled to inspection institute to be inspected.
4.5.2 The type testing items specified in the standards of certified products for certification can be applied to sampling test.
4.5.3 Re-check of factory quality assurance ability should be done in accordance with the Requirements for Factory Quality Assurance ability for implementation rules for compulsory certification. The items 3,4,5 and 9 must be assessed for follow-up inspection, and the rest items may be selected. All the items of the Requirements shall be covered at least every four years.
4.5.4 After past the re-inspection, applicant can keep certification and use certification mark continuously.

Change and extend of all kinds of certificated product should be done according to detail requirements of this kind of product in implementation rules of compulsory certification.
6 Certificate
The use, suspension, cancellation,and withdrawal of the certificates shall follow Regulations for Compulsory Product Certification and related regulations of the certification body.
7 Certification mark
The certificate holder shall follow Regulations for Compulsory Certification Mark.
8 Charge
The certification fee shall be charged by the certification centre according to the related state regulations.
