First Custom of Free Trade Harbor Area in China—Yangshan Custom was opened
On December 10 of 2005,Yangshan Deep-water Port (first phase) was opened for business;Yangshan Free Trade Port Zone was formally started operating;there also was a opening ceremony for the first custom of free trade harbor area in China—Yangshan Custom,Minister of Custom Administration,deputy mayor of Shanghai City attended the ceremony and had a speech.
It's an important strategic plan of the Party Central Committee and the State Council to develop Yangshan Deep-water Port;it is very important for accelerating the development of Shanghai to be an International Shipping Centre and strengthening the gathering and distribution ability of Shanghai Port to goods transportation in the triangle area of the Yangtze River and even Asia and Pacific Area On June 22 of this year,the State Council officially approved to set Yangshan Free Trade Harbor Area;which is the special custom supervision and management area with the highest transportation level,the most preferential policy,the complete function and the most regional advantages in China so far.It provides the main functions of international transition,international distribution and delivery, international purchasing,international transit trade and export (harbor) manufacture;take the related policies of free trade transfer zone and drawback policy of export manufacture zone, goods from abroad free trade if making harbor,domestic goods drawback if making harbor,goods can be transferred freely in the port.The setting of Yangshan Free Trade Harbor Area means the first free trade port with the advantages of international top modern port and powerful policy was set up in China,and it also is a solid progress we have made to build the international Shipping Centre.
The Yangshan Custom is located on Luchaogang area in Nanhui District of Shanghai;the precinct includes harbor working area of Yangshan Port,East Sea Bridge,storage/ transportation and export manufacture area,new city by port,Luchaogang railway container centre station and such special supervision and managing areas. According to 'Custom Law' and such related laws and regulations,Yangshan custom should supervise and manage the goods/articles/transport machines enter and exit free trade harbor area and the related places inside in all-round way;and enforce inshore cruise. Based on the function settled,Yangshan custom will take the management of assigning different channels for different check post,goods distribution,setting up different areas,designing the procedures for the goods of different areas depend on the modern information technology means,carry out enclosed/informationization/integration supervision and management mode of 'open first,supervise second seriously,free area inside';make great efforts to simplify the process,convenient for custom-clearance,transport smoothly and operate high efficiently,catch the international practice step by step, become the test field of custom reform in China and a model of custom modernized management.
