China will Implement Compulsory Standard on Children's Clothes since 1st Jun.

In order to continuously improve the safety quality of infants and children textiles,the China compulsory standard of Chinese children clothes GB31701-20151 "Safety technical code for infants and children textile products" will be officially implemented since 1st Jun.2016,which is the first China compulsory standard on children's clothes.The transition period will be 2 years.The products which have been produced before 1st Jun.2016 and meet the requirements of relevant standards are permitted to be sold on the market till 31st May 2018.
 
As a China's first China compulsory standard on infants and children's textile products,the new standard has thoroughly assimilated and learned the technological regulations requirements of the safety of infants and children's textile products from the developed countries.As a result,the strictness of the standard has more than that of the developed countries.According to the new standard,the children's clothes are divided into 2 categories:textile products for infants and textile products for children by age.The safety technology of the children's clothes is divided into Class A,Class B and Class C.Class A is the best,Class B is second to Class A,Class C is the basic requirement.The textile products for infants shall meet the requirement of Class A,for the children's textile products with direct contact to skin,they should meet the requirement of Class B at least;for the children's textile products without direct contact to skin,they should meet the requirement of Class C at least.In future,besides that the safety class shall be marked on all children's clothes,the Chinese character "Goods for infants" should be marked on the textile products for infants.
 
On the aspect of chemical safety requirement,the standard adds residue limits for 6 kinds of plasticizer and 2 heavy metals like Lead and Cadmium;On the aspect of mechanical safety,China compulsory standard makes the detailed regulations about the cords and drawstrings of the different parts of children's clothes like neck,shoulder and waist,it requires that any cords and drawstrings are not allowed to use for the clothes of infants and children under 7.The standard also makes the regulations about the textile's accessories,which requires that the accessories shall bear certain tensile strength,no sharp tips and edges existing,it also adds the requirements of burning behavior.
 
Recently,there are growing batches and quantity of import clothes of various types from the Chinese port,the local administration of China inspection and quarantine had inspected about 180 batches of imported clothes on Jan.-Apr.2016,and found 10 batches are unqualified ones. Among these,the children's clothes have also account for a certain proportion.As the inspection and supervision department of imported clothes,concerning the implementation of the new compulsory,the administration of China inspection and quarantine reminds the companies of imported clothes to China to have a good understanding about the implementation time and main contents of the new China national standard,the key requirement of chemical and mechanical safety,to improved the process of the products,use the qualified raw and auxiliary materials to make sure the products can meet the requirement of China national standard.It also reminds that a timely communication with foreign customers to make preparations for the product inspection before importing to China,to avoid the circumstances of nonconformance of China national standard when importing the children's clothes,leading to influence the normal marketing of the products.
