Announcement on Issuing CCC Certification Implementation Rules of Helmets for Motorcyclists and Devices for Household and Similar Purposes by CNCA

According to "Decisions on Adjusting Management Catalogues of Production Permits for Industrial Products and Trial on Simplification Approval Procedures"(No.34 State Council issurance in 2017),the management of helmets for motorcyclists and electric blankets has been transformed from the production permits to compulsory product certification(hereinafter referred to as "CCC certification").Now the revised CCC certification implementation rules of helmets for motorcyclists and devices for household and similar purposes(the electric blankets are belonged in this category) are hereby announced(see Attachment 1,2,hereinafter referred to as "the rules of new version").Application scopes are added for this CCC certification implementation rules of the devices for household and similar purposes,"electric blankets,pads and similar flexible heating appliances" is added under the item "devices for household and similar purposes".
The rules of new version will be come into force on Nov.1,2017.The certification implementation,certificate transformation and law enforcement arrangement will be subject to "Announcement on Issuing the Transition Period Arrangement for Transforming the Management of Compulsory Product Certification for Helmets for Motorcyclists.Electric blankets and Mopeds by AQSIQ and CNCA"(No 86,joint announcement by AQSIQ and CNCA in 2017).
Related designated certification bodies shall formulate the detailed implementation rules for corresponding products as per the requirements of rules of new version and issued general implementation rules for compulsory product certification,and put on records to CNCA before Oct.27,2017.Related certification activities of designated areas may only be carried out after that.Since the date of implementing rules of new version,the designated certification bodies shall implement certification as per the rules of new version for new entrusted certification business.
