Announcement on reform affairs for compulsory product certification mark.It is state that to implement the spirits of the 19th National Congress of the Communist Party of China deeply,further carry out the reform requirements of "streamline administration and institute decentralization,delegate power and strengthen regulation and optimizing services" issued by the State Council of China,streamline and integration the procedures of compulsory product certification,to facilitate the company to apply compulsory product certification mark(hereinafter referred to as "CCC mark"),CNCA decides to reform the issuance and management of CCC mark.
Related affairs are announces as follows:
I Cancellation of review and charges for print/impress CCC mark
1.Since Mar.20,2018,the review for print/impress CCC mark by the designated mark issuance and management body,Beijing Zhongqiangren Product Mark Technical Service Center,will be cancelled,the corresponding charges for review will be cancelled,too.The company obtaining certification will print/impress CCC mark by his own.
2.The activity that the company obtaining certification will print/impress CCC mark by his own shall be implemented according to "Requirements on Application Management of Compulsory Product Certification Mark".
II About issuance and management of standard specification of CCC mark
1.Since May 1,2018,the designated certification body will undertake the issuance and management of standard specification of CCC mark,the charges shall be implemented according to "Notice on Lift Price Controls for Part of Inspection and Test Operation and Service Charges by the State Development and Reform Commission",No1299(2015) Development and Reform,Price.
2.Each designated certification body shall complete various preparations for issuance and management of standard specification of CCC mark,including procedure,contact, telephone,etc. of issuance and management of CCC mark,which shall be published prior to May 1,2018.
3.The designated mark issuance and management body,Beijing Zhongqiangren Product Mark Technical Service Center,will undertake the issuance and management of standard specification of CCC mark till May 31,2018.Since Jun.1,2018,the issuance and management of standard specification of CCC mark will not undertaken any more.
III Simplification and integration of CCC mark classifications
Since Mar.20,2018,the detailed classifications of CCC mark,S for safety products,EMC for electromagnetic compatibility,S&E for safety and electromagnetic compatibility,F for fire fighting,I for information safety will not noted any more.The original CCC mark may be eliminated by natural transition considering the replacement cycle of mould and product inventory,etc.
IV Improvement of the follow-up supervision for the application of CCC mark actions
The company obtaining certification shall set up the use and management system for this organization in strict accordance with related law requirements in the "Requirements on Application Management of Compulsory Product Certification Mark" and "Implementation Rules of Compulsory Product Certification",etc. and make recording and filing for the use of CCC mark.
The designated certification body shall reinforce the supervision and management for CCC mark, and instruct the company to use the CCC mark correctly,to fulfill the main responsibility of certification body.
Each local certification,supervision and management department shall reinforce the supervision and management,as well as the law enforcement examination for the application of CCC mark.
5 Other affairs
Both original "Regulations for Compulsory Product Certification Mark"(No1 of announcement of CNCA in 2001) and "Announcement on Related Affairs of Issuance and Management of Compulsory Product Certification Mark"(No7 of announcement of CNCA in 2002) will be obsoleted.
In order to reduce administrative prior vetting process,and further to ease the burden of operational manufacturing enterprise.General Administration of Quality Supervision,Inspection and Quarantine of P.R.C. adjusted the issue and management process for "Permission of Printing/Impressing China Compulsory Product Certification Mark".
Through ratification,job function of Shanghai Compulsoty Information Science and Technology Co.,Ltd.(CCC Mark Management Department) will transform into guide and service for enterprise.Shanghai Compulsoty Information Science and Technology Co.,Ltd. will guide for accuracy of CCC mark printing/impressing scheme for enterprise."Permission of Printing/Impressing China Compulsory Product Certification Mark" will not be issued.
From now on, all CCC mark applications are available to the public for inquiry(http://mhsh.com/ccc-mark/3ccc_mzlist.asp).CCC mark design scheme examination will be charged corresponding technical service fee(separately formulated).
