2018 No.15 Announcemen-Electric Bicycle Product Turns from Licence into Implementing CCC Certification.
China State Administration for Market Regulation releasing notice,electric bicycle product turns from licence into implementing mandatory product certification.
Announcement on electric bicycle turns from industrial products production license management into CCC certification management work arrangement as follows:
1.Certification Execution Time
Transitional period for electric bicycle industrial products production license management turn into CCC certification will be from 01-08-2018 to 14-04-2019.Production license and CCC certification management will coexist during transition period.Before 14-04-2019, electric bicycle product should be left factory,sold or used in other business activities with valid production license or CCC certification.
From 15-04-2019,electric bicycle product without CCC certification shall not be left factory,sold,imported or used in other business activities.
2. Certification Processing Time
From 01-08-2018,specified certification body will begin to accept electric bicycle products CCC certification application,and every provincial quality supervision department will stop accepting electric bicycle industrial products production license application.On 14-04-2019,provincial quality supervision department will cancell all electric bicycle industrial products production licenses.
3. Certification Relevant Requirement
(1) Enterprise holds valid production license
Enterprise holds valid electric bicycle production license puts forward CCC certification application before 14-04-2019,certification body will exempt it from initial factory inspection and admit its corresponding review and test results.Specified certification body will implement the first supervision to certificate renewed enterprise within 6 months after the issuance of certificate.Product consistency inspection,necessary factory quality assurance capacity inspection included.
(2) Enterprise does not hold valid production license and import enterprise
Enterprise does not hold valid electric bicycle production license and import enterprise puts forward CCC certification application to specified CCC certification body.Specified CCC certification body will implement as requested.
