Related Regulations Of Custom Supervision, Inspection and Quarantine For 2010 World Expo

This document is to inform official participants of rules of Custom Supervision, Inspection and Quarantine about staff, goods and commodity according to rules term 25 and 26 of 'general regulations' in Shanghai World Expo.
1. Custom Supervision
Shanghai Custom PRC is the regional customs office of Shanghai World Expo, which is responsible for clearance affairs and supervision of goods related to Shanghai World Expo and related consulting.
During later period for preparing Shanghai World Expo and holding and move out period, Shanghai Custom will send related person to supervise for clearance affairs in expo site.
1.1 Classification of goods
It can be categorized as temporarily inbound goods, general import goods and goods of reducing or exempting taxes.
1.1.1 Temporarily inbound goods
a. Exhibits
Including:
Goods displayed in Shanghai World Expo
Goods used for demonstrating machines and apparatus
Building and decorating materials for setting temporarily stands
Films, slides, video tapes, tapes, specifications, commercials, CDs and display devices for introducing display goods in Shanghai World Expo
Other goods for display in Shanghai World Expo
b. Goods for exhibition
c. Other temporarily inbound goods
Besides exhibits and goods for exhibition, temporarily inbound goods also including following goods and commodities related to Shanghai World Expo
Goods for performance and competition in culture and sports exchange.
Instrument, equipment or appliance for television news report or recording movie and programme.
Vehicles/special vehicles used in exhibition, cultural events, news report or programme recording
Instrument and tools for installing, commissioning, testing or repairing equipment
Containers for holding goods
Equipment, instrument or appliance for engineering construction
Other temporarily inbound goods approved by Custom
1.1.2 General import and export goods
Including:
a. Food and commodities sold by official participants in their commercial activities.
b. Other goods imported from abroad and not to be reshipped out of China after Shanghai World Expo.
1.1.3 Goods of reducing or exempting taxes
Following goods will be exempt from custom duties, import VAT or consumption taxes in reasonable quantity. Building decoration materials and fixed installing equipment imported by participants for construction and arrangement of pavilions in expo zone will be exempt from custom duties and import VAT. The range and quantity of duty exempting should be approved by the Ministry of Finance PRC.
2.3 Inspection and quarantine of goods
For inbound non-commercial goods for pavilion construction, if not specially regulated by Chinese laws or regulations, can be exempted from inspection. Administration of inspection and quarantine can apply for Specific CCC certification with certification documents of World Expo's organizer if products in 'Compulsory Certification Product Catalogue', but they should be reshipped out of China after World Expo. For products remained after World Expo, official participants should post-registered for CCC certification application.
